For umpires, New Zealand Cricket's National Umpiring Manager (NUM) administers umpires and umpiring from Level 4 and above, so is responsible for the national panels and their appointments during the season. These appointments are eagerly awaited when they are announced by the NUM at the annual NZCUSA Conference in August. For scorers, NZC's Cricket Technology Manager (CTM) administers scorers and scoring from Level 4 and above, but as there is no formal panel works in conjunction with the six STOs to oversee scoring and scorers at national tournament, domestic, and international cricket. At present, the six STOs undertake the scorer appointments for their Major Association and work in conjunction with the CTM to appoint one scorer from each Major Association to each of the three national tournaments held at NZC's grounds at Lincoln each year - details on this programme can be obtained from your local STO.
Currently, New Zealand has two umpires on the ICC Elite Panel, Brent (Billy) Bowden and Tony Hill. Billy has been on this panel since 2002, while Tony was appointed in 2009. These two umpires are at the pinnacle of world umpiring and it is a tremendous credit to them to have made a global panel of just 12 umpires. This achievement means they are eligible for all Test, One Day, and Twenty20 cricket throughout the world. Not far behind this pair is Gary Baxter, who has been on the ICC International Panel for five years and has officiated in a range of international matches and regularly attends ICC events such as the Under 19 and Women's World Cups. There is no equivalent ICC or NZC panel system for scorers, but the six Scorer Training Officers are effectively the most experienced scorers in each major Association. Some of these scorers have incredible experience in scoring, as well as other areas of cricket administration. For example, Ian Smith has been scoring for Wellington for more than 40 years, Bill Andersson reached the impressive milestone of 100 first class games with the BLACKCAPS versus India Test match at Hamilton in March 2009, and Malcolm Jones has scored for Otago for more than two decades. Ian and Malcolm, along with Cheryl Styles of Wellington, were recently awarded ICC Centenary Volunteer Medals for their outstanding services to cricket scoring.
